Protest against the opening of dumping yard in Garaniya villagers boycott camp along with administration villages.

The villages remain persistent in their demand for the reserved dumping yard in the village's pasture area to be cancelled.

The villagers were outraged when the municipality reserved the pasture land of Garaniya (Khasra number 260) as a dumping ground. Angry villagers with the administration villages' boycotted  the camp at the gram panchayat on Friday, waving black flags and shouting slogans at officials. Seeing the demonstration, police and RAC officers were sent to the scene to educate the villagers, but they remained persistent in their demand for the reserved dumping yard  to be cancelled. In any event, the people were resolute about not allowing the area to be used for dumping. The villagers filed a petition demanding cancellation. Many villagers were present at the time.

Throughout the day, officials stood on the road outside the camp with the administration villages.

Villagers protesting the reserved dumping yard in the pastures refused to let any official into the encampment. Sub-divisional officer Dr. Bhaskar Vaishnoi, Tehsildar Hiralal Kalbi, and other officers stood on the road.  DSP Suresh Kumar and CI Sahdev Chaudhary, explained the situation to the villagers who were adamant in their demand.

Villagers have been protesting at the gram panchayat headquarters for the past nine days. People claim that the dumping yard was reserved without the NOC of gram panchayat's and without the approval of the villagers. The municipality's dumping yard serves as a catchment area for water flowing into the village pond. There will be a difficulty with water and fodder for the livestock & the possibility of diseases spreading in the village from the dumping yard.

Villagers were angry because 20 bighas of pasture lands (Khasra number 260) of nearby Garniya Gram Panchayat was allotted to Jaitaran Municipality without the consent of the villagers  & without NOC from the village panchayat. Villagers became enraged and staged a protest by locking the village panchayat gate and demanding that the designated dumping yard be cancelled. According to the villages, allocating the grazing fields to Jaitaran municipality as a dumping yard will have a negative impact on the cattle population, as well as the pond and school sports ground. During the rains, the villagers will have to suffer due to the inflow of contaminated waters into the pond. Villagers warned of agitation with the demonstration if the reserved dumping yard was not cancelled.

On this occasion former Sarpanch GiridhariLal Putra, Sarpanch representative Mohanlal Seervi & other villagers were present.

नैनवां. अवैध खनन करने वाले अब चरागाह भूमि को खोखला करने में लगे हुए हैं। मवेशियों की चराई के लिए आरक्षित भूमि खनन से अब चरागाहों पर संकट खड़ा होता जा रहा है। उपखंड के गुढ़ादेवजी ग्राम पंचायत के चरागाह भूमि पर अवैध खनन हो रहा है। पंचायत के डेलपुरा गांव के लोगों द्वारा चरागाह भूमि पर अवैध खनन करने का ज्ञापन देने के बाद तहसीलदार ने पटवारी को मौके पर भिजवाकर अवैध खनन को रुकवाया। ग्रामीणों ने बताया कि डेलपुरा सड़क के पास चरागाह में कई दिनों से बुलडोजर से अवैध खनन कर मिट्टी ले जा रहे हैं। पंचायत प्रशासन की जानकारी में होने के बाद भी अवैध खनन को बंद नहीं करवाया जा रहा।

हालांकि कार्रवाई की पहले से ही भनक लगने पर अधिकतर अतिक्रमी अधपकी फसल काट ट्रैक्टर-ट्रॉलियों सहित वाहनों में भर ले जाने के बाद प्रशासन कांटो-तारों की बाड़ हटाने के साथ ही उनकी और से लगाई डोल को क्षतिग्रस्तकर समतल करता दिखाई दिया। वहीं चरागाह से अतिक्रमण हटाने की मुहिम से जुड़े लोगों ने उक्त कार्रवाई पर असंतोष जताया।

उल्लेखनीय है कि कार्यवाहक तहसीलदार बांशीवाल के निर्देशन में पुलिस जाप्ते सहित वाहनों का लवाजमा गांधीग्राम मार्ग स्थित गोशाला के चरागाह भूमि पर पहुंचा। इसके बाद राजस्वकर्मियों की अगुवाई एवं पंचायत प्रशासन की ओर से उपलब्ध करवाई दो जेसीबी मशीनों के माध्यम से अतिक्रमण हटाने का शुरू किया गया।

इस दौरान अतिक्रमियों की और से अधिकतर फसल काटकर ले जाने के चलते विरोध उत्पन नहीं हुआ। हालांकि कई जगह बोई फसल पर कार्रवाई नहीं कर कांटी गई फसल की भूमि पर लगे खम्भे, कांटों व तारों की बाड़ सहित मिट्टी की डोल हटा कार्रवाई की इतिश्री करने से चरागाह अतिक्रमण मुक्त कराने की मुहिम से जुड़े लोगों ने प्रशासन की और से चलाए अभियान पर असंतोष व्यक्तकर नाराजगी जताई।

गौरतलब है प्रशासन की ओर से तत्कालीन तहसीलदार विनिता स्वामी एवं दिवंगत सरपंच रामअवतार बलाई के निर्देशन में गत वर्ष कार्रवाई में कस्बे की 1100 बीघा चरागाह भूमि से अतिक्रमण हटाया था, जिस पर प्रशासन की लापरवाही के चलते अतिक्रमियों ने फिर अतिक्रमण कर लिया।

इस मौके पर दूनी थानाप्रभारी रमेशचंद मीणा, एएसआई भवानीशंकर जाट, शंकरलाल यादव, घाड़ थाना एएसआई गोपालनारायण शर्मा सहित ग्राम विकास अधिकारी त्रिलोकचंद शर्मा, कनिष्ठ लिपिक रतनलाल, हल्का पटवारी आशीष गोयल सहित दूनी, घाड़ सहित टों कपुलिस लाइन से मंगवाया गया भारी पुलिस जाप्ता मौजूद थे।

अतिक्रमण पर पंचायत ने किए नोटिस चस्पा
सोप. कस्बे में सफाई व्यवस्था में बाधा बन रही अनाधिकृत रूप से रखी गई केबिन हटाए जाने के लिए नोटिस चस्पा किए गए है।मुख्य रोड के पास पानी की निकासी उचित तरीके से नहीं होने के कारण गन्दा पानी मंडी परिसर में फैल रहा है, जिससे मंडी परिसर में कीचड़ व गन्दगी हो रही है, उक्त पानी की निकासी करने के लिए मंडी परिसर से पुलिस चौकी तक जेसीबी की सहायता से नाला निर्माण किया जाना है, लेकिन कुछ लोगों द्वारा उक्त रास्ते पर अवैध अतिक्रमण कर अस्थायी दुकानें व कैबिने लगा रखी हैं, जिससे नाला निर्माण कार्य शुरू किए जाने में समस्या उत्पन्न हो रही है,

जिसको लेकर सोप ग्राम पंचायत ने अवैध अतिक्रमण को हटाने की तैयारी कर ली है।ग्राम पंचायत द्वारा कस्बे में सरकारी भूमि पर कैबिनें लगा कर किए गए अतिक्रमण पर नोटिस चस्पा किए, जिसमें तीन दिन में स्वेच्छा अतिक्रमण नहीं हटाने पर कार्रवाई किए जाने की बात कही गई है। सोप ग्राम विकास अधिकारी हिमांशु चौधरी ने बताया है कि नोटिस देकर अतिक्रमणकारियों को पाबंद किया है तथा अतिक्रमण हटाने के लिए उच्च अधिकारियों को भी अवगत करवा दिया गया है। पुलिस प्रशासन की मदद से जेसीबी से अतिक्रमण ध्वस्त किया जाएगा।

चरागाह भूमि से अतिक्रमण हटाने की कार्रवाई शनिवार शाम तक जारी रहेगी। इसके साथ ही चरागाह भूमि पर खड़ी फसल एवं काटकर ले जाने वाले अतिक्रमियों के खिलाफ कार्रवाई शुरू करने के साथ ही सभी 46 अतिक्रमियों को नोटिस जारी कर फसल निलामी राशि राजकोष में जमा कराने को पाबंद किया जाएगा।

चारागाह भूमि से अतिक्रमण हटाने की कार्रवाई छह माह में करें पूरी

जयपुर, 28 जनवरी (हि.स.)। राजस्थान हाईकोर्ट ने टोंक कलेक्टर को कहा है कि वह गुराई ग्राम पंचायत की चारागाह भूमि पर हुए अतिक्रमण को हटाने की कार्रवाई छह माह में पूरी करे। वहीं अदालत ने इसके लिए याचिकाकर्ता को कलेक्टर के समक्ष अपना अभ्यावेदन पेश करने को कहा है। सीजे अकील कुरेशी और जस्टिस समीर जैन ने यह आदेश गोविंद सिंह चौधरी की जनहित याचिका का निस्तारण करते हुए दिए।

याचिका में अधिवक्ता लक्ष्मीकांत शर्मा ने अदालत को बताया कि गांव की सैकड़ों बीघा चारागाह भूमि पर स्थानीय प्रभावशाली लोगों ने अवैध रूप से कच्चे और पक्के निर्माण कर रखे हैं। वहीं कुछ लोग इस भूमि पर कब्जा कर खेती भी कर रहे हैं। गांव की चारागाह भूमि पर अतिक्रमण होने के चलते ग्रामीण क्षेत्र के पशुधन को चरने के लिए स्थान नहीं मिल रहा है। याचिकाकर्ता सहित अन्य ग्रामीणों ने इस संबंध में स्थानीय प्रशासन को कई बार शिकायत दर्ज कराई है, लेकिन उस पर कोई कार्रवाई नहीं की गई है। ऐसे में स्थानीय प्रशासन को निर्देश दिए जाए कि वह मौके से अतिक्रमण हटाना सुनिश्चित करे। जिस पर सुनवाई करते हुए खंडपीठ ने स्थानीय कलेक्टर को छह माह में याचिकाकर्ता के अभ्यावेदन पर कार्रवाई कर अतिक्रमण हटाने को कहा है।

The administration will compensate the same amount of wasteland for the grazing land given as patta

Those who have been occupying the grazing property for more than 35 years will be regularized by the state government. The district administration will compensate the quantity of land that will be regularized with the equivalent amount of wasteland. The residents who have built houses on the pasture land for 35 years will be given patta. A policy has been developed for the same. The tehsildar will compile a list of these individuals. Those who are to be regularized will be required to provide ration cards, voter lists, electricity, water, and telephone bills as proof that they lived there before January 1, 1986. The collector will be required to compensate the same amount of pasture land taken for regularization by providing an equivalent quantity of wasteland. Any person already having a house to live in the panchayat will not be given any land. The government discussed the issue with the advocate general, and it was decided at the Cabinet Meeting on December 20 that instead of removing the inhabitants, they would be given patta over the land. Following that, a policy was established to regulate the population on the pasture land.

 

What will be referred to as "pasture land"

 Pasture land has been defined in section 5 (28) of the Rajasthan tenancy act 1955. The pasture land, according to this, is used to graze the livestock of the village or villages. The Gram Panchayat is in charge of pasture land management. Pasture is a special type of land that can't be used for any other purpose. If the land is utilized for agricultural or non-agriculture, it can be allotted after modifying the land's categorization and registering it.

This is the process.

·       Tehsildar will prepare a list of people living in the pasture land for 35 years & hand it over to the collector.

·       To compensate for the grazing land, the collector will give an equal amount of wasteland as pasture at the same place as far as possible.

·       The collector will mark the pasture land of the entire district where it is occupied. According to the Rajasthan Tenancy rules, 1955 the classification of the land will be changed into wasteland (Sevaichak) only once.

·       It has to be kept in mind that in no case the area of pasture land should be less than the prescribed standards.

·       After a change in the classification of the pasture land to wasteland (Sevaichak), the gram panchayat to give patta of not more than 100 square meters of land to a family.

अतिक्रमण दी रखी जमीन पर कटी पड़

दूनी तहसील मुख्यालय से गांधीग्राम रोड के पास एक हजार चरागाह जमीन से गुरूवार को अतिक्रमण हटाने की कार्रवाई पुलिस जाप्ता नहीं मिलने से टल गई है। ऐसे में एक दिन और अतिक्रमियों को अपनी फसल को सिमटने के लिए मिल जाएगा। अब शुक्रवार से इस जमीन से अतिक्रमण हटाने की कर्रवाई की जाएगी।

हाईकोर्ट ने जिला प्रशासन को दिए आदेश
जानकारी के अनुसार दूनी कस्बे से गांधी ग्राम रोड के पास गौशाला है। इसमें सैकड़ों गाय सहित अन्य मवेशी है। इस गौशाला के आसपास की सैकड़ों बीघा सरकारी जमीन पर लोगों ने फसल उगा कर अतिक्रमण कर रखा है। इस जमीन को गौशाला से जुड़े लोगों ने अतिक्रमण मुक्त करने के लिए कुछ महीने पहले हाईकोर्ट का दरवाजा खटखटाया था। हाईकोर्ट ने जिला प्रशासन को इस जमीन से अतिक्रमण हटाने के आदेश दिए थे।

कलेक्टर ने तहसील प्रशासन को दिए थे निर्देश
लेकिन लंबे समय से अतिक्रमण नहीं हटाया गया था। इससे गौ-सेवकों को गोवंश के चारे आदि के लिए काफी परेशान होना पड़ रहा है। इस बीच गत दिनों कलेक्टर चिन्मयी गोपाल ने तहसील प्रशासन ही ये अतिक्रमण हटाने के निर्देश दिए थे। इस पर तहसील प्रशासन ने 27 व 28 जनवरी को अतिक्रमण हटाना तय किया था।

46 अतिक्रमियों की लिस्ट तैयार
इसके लिए तहसील प्रशासन ने 46 अतिक्रमियों की लिस्ट भी तैयार कर अतिक्रमण हटाने के लिए 100 पुलिसकर्मियों का जाप्ता और दूनी पंचायत से 10 JCB मांगी थी। तहसील प्रशासन ने सारी तैयारियां पूरी कर ली थी। लेकिन गुरूवार को पुलिस जाप्ता नहीं मिलने से अतिक्रमण हटाने की कार्रवाई नहीं सकी।

गोसेवकों ने जताई नाराजगी
तहसीलदार नीलमराज ने बताया कि गुरूवार को पुलिस जाप्ता नहीं मिलने से अतिक्रमण नहीं हटाया जा सका। अब पुलिस प्रशासन से शुक्रवार से 2 दिन पुलिस जाप्ता उपलब्ध कराने को कहा है। उधर अतिक्रमण हटाने की कर्रवाई की अवधि बढ़ती जाने से गौशाला से जुड़े गोसेवकों ने नाराजगी जताते हुए बताया कि इससे अतिक्रमण करने वालों के हौसले बुलंद है।

When there was famine 20 years ago, the plantation was started – Made the Desert green with 1.5 million Neem plants.

During the famine in 2001-02, the whole of Rajasthan faced drought. All the plants got scorched in the dry drought. During that time, Khimawat Trust of the district took up the responsibility of environmental protection and they were determined to make the entire desert lush green. Khimawat Trust planted 15 lakh saplings in the past 20 years. The special thing is that out of the 15 lakh saplings 13 lakhs have already grown into trees & the other 2 lakh saplings will also become trees in the next 2 years. If you travel to any part of Rajasthan you will find neem trees on both sides of the road. Khimawat Trust has planted saplings in more than 1000 villages including Ranakpur to Ramdevra 350 Km, Ranakpur to Nakoda 200 Km, Pali to Jeerawala 150 Km. They have not only adopted schools but they have also adopted entire villages. Khimawat Trust believes in not just planting saplings but growing them into trees. They water the plants from their own resources to make the plants thrive well.

They plan one year in advance for the project on where to plant the trees. For them, plants with good quality and size are grown in the nursery. The pit in which the plant has to be planted is also dug a year in advance. Tree guards are made for protection before planting. A team of 70 employees protect the saplings for 3 years from planting. Nursery & resources are also owned by the trust. If a sapling dries up, it is immediately replaced by a new one. There are 5 tractors for watering & trucks for tree guards, vehicle facilities for staff as well as JCB.

 

Environmental Protection. – In 1200 Bighas neem was planted by uprooting Acacia.

In 1200 bighas of Khemal & surrounding villages Acacia Juliflora was uprooted & neem was planted. The entire barren land was made lush green. Many other plants are also being planted in this area which is shady & fruitful.

Drinking water & irrigation - & ponds were dug & Irrigation in 3 thousand Bighas.

Khimawat Trust renovated 7 ponds & water from these ponds facilitates irrigation in 3 thousand Bighas of surrounding land. The ponds also provide drinking water for birds & animals.

Education – Adopted a school, Everything free of cost, Awards are also given

A lot of work is done by the Khimawat Trust in the field of education. They adopted the Khemel school. In this school books, dress & fees are entirely given by the trust. Along with this, the topper is also awarded.

Pension – 500 to thousand rupees are given as pensions to needy families.

Pension is also given by the trust to 1 thousand needy families. This gives strength to needy families. Trust has also contributed a lot to the field of medicine. Rs 500 to 1000 pension is given.

The story of this lockdown

In the midst of the Corona epidemic, many services were done by the Khimawat trust. They distributed food grains in the Magra area they also distributed 5000 ration kits. In the Covid care center, 5-6 months of food for the patient was arranged by Khimawat trust. Along with this, the food packets were distributed daily as well. They also distributed masks & sanitizers through their project.

Filed Petition to remove encroachment from the Pastures

Hafakhedi residents of Kapasan area submitted a petition (gyapan)to the SDM office demanding removal of encroachment from the pasture land. In the petition the villagers informed that an outsider had encroached the pasture land & fights every now and then. The villagers demanded from the SDM to remove the encroachment.

 

Demand to ban the campaign to distribute Pattas on pasture lands.

Rashtriya Hindu Swabhiman Sangh led by Mukesh Gochar submitted a petition to the Collector in the name of the Chief Minister against the initiative to distribute Pattas on the pasture land. In the petition, they demanded to stop the campaign of distribution of Pattas on the pasture lands.

Gochar told that the distribution of pasture lands in the rural areas by the Rajasthan government is a matter of concern for the cattle owners. In many places, people have encroached thousands of pasture lands and made farms, houses, etc. Due to this the condition cows & other animals is deteriorating. The farmers are suffering heavy losses in crops. By giving out the Pattas, Rajasthan government is completely eliminating land meant for the livestock. Opposing this, Rashtriya Hindu Swabhiman Sangh requested the Chief Minister to stop the campaign of distribution of pattas on the land & submitted the petition to the District Collector. Cattle owners & villagers like Hemany Paliwal, Raghunandan Sharma etc. were present from Ghat ka Barana, Dehikheda & many other villages.

भाटी के समर्थन में तारातरा मठ, बाड़मेर के मंहत प्रताप पुरी ने गुरुवार को धरना दिया। इस अवसर पर उन्होंने कहा कि उत्तरप्रदेश के मुख्यमंत्री योगी आदित्यनाथ जिस तरह गाय, गोचर, संस्कार, संस्कृति व परम्परा को बचाने के लिए कार्य कर रहे है वैसे राजस्थान में देवी सिंह भाटी कार्य कर रहे हैं। भाटी परमार्थ के लिए कार्य कर रहे हैं। हमारे पूर्वजों ने संरचना की वह वैज्ञानिक है। हमारी संस्कृति मानव को मानव बनाती है। आज स्वार्थ ने दानव-दैत्य बना दिया। संस्कृति, संस्कार भूल रहे हैं। गाय, गोचर, धर्म के ऊपर से गुजर रहे है। हम क्या थे और क्या हो रहे हैं।

 हाईकोर्ट के आदेश की पालना में तहसील प्रशासन कस्बे की चारागाह भूमि से 27 व 28 जनवरी को अतिक्रमण हटाने की कार्रवाई करेगा। इसके लिए राजस्व विभाग ने टीम गठित कर अतिक्रमण व अतिक्रमियों की सूची तैयार की है। इनमें 46 लोग हैं जिन्होंने 25 हैक्टेयर चरागाह भूमि पर अतिक्रमण कर सरसों व गेहूं की फसल बाेई है। अतिक्रमण हटाने के लिए पुलिस से जाब्ता व ग्राम पंचायत से संसाधन मांगे हैं। इसको लेकर रेवतराम, रामअवतार, चंद्रप्रकाश, नानूलाल, रामराज, छोटू लाल ने राजस्थान हाईकोर्ट में एडवोकेट संदीप जैन के माध्यम से एक जनहित याचिका दायर की। जिसमें बताया कि गांधीग्राम रोड पर पशुओं के लिए संरक्षित चरागाह की भूमि पर प्रतिवर्ष अतिक्रमियों द्वारा कब्जा कर काश्त की जा रही है। चरागाह भूमि पर में सरसों, गेहूं की फसल बो दी। जिससे किसानों के पालतू पशुओं सहित निराश्रित पशुओं के सामने चारे का संकट खड़ा हो गया। याचिका पर सुनवाई करते हुए न्यायाधीश अकील कुरैशी ने राजस्व विभाग के शासन सचिव, टोंक कलेक्टर, देवली एसडीएम, दूनी तहसीलदार को तत्काल प्रभाव से अतिक्रमण हटाने के निर्देश दिए थे।

Demand for Conservation of old Water Sources

Well in 250 bigha Pond, Used for quenching the thirst in the 1980s

The drinking water crisis started as soon as the water supply from the Kharda dam of the area had started. But despite such an emergency, the 250 bigha pond of the town has been in a miserable state. The wells and bawris in the pond are also in ruins whereas till the 1980s the people used to quench their thirst from this pond. The people say that at that time the town’s pond & wells were in useful condition for drinking water but now the people are facing the brunt due to the neglect of the ancient water sources. The condition is that the people now are dependent on the water department for the supply of drinking water. The condition of the pond remains unusable even after spending lakhs of rupees in MGNREGA for beautification and building a security wall in the pond complex. Villagers told that if the pond had been taken care of, the residents of the town would have gotten relief in case of the drinking water crisis. Before joining the Jawai canal pond the townspeople use to quench their thirst with these water sources in the drinking water crisis. Villagers who had seen that period said that if the Jawai pipeline would not have been linked, there would have been no problem related to the storage of water in Rohat nor the pond would have reached in unusable condition.

Before connecting with the Jawai canal, 5 beris & 1 stepwell built-in pond complex used to be crowded:

In the 1980s drinking water problem was solved by connecting Rohat pond with the Jawai canal. In the pond premises, the villagers used to quench their thirst by taking water from stepwells - Rawali Beri, Brahmani Beri, Panchayati Beri, Chhatri ka Beri, and Amruti Beri. Radio river was used for bathing, but after the water supply from Jawai was started, water is being filled in 2 small storage tanks, which is not enough.

Demand has been made to connect the pipeline of Rohat to Kudi Haud with the pond

During the demonstration related to the spread of diseases & hard water, the villagers demanded that the pipeline coming from Kudi  Haud to Rohat be connected with the pond. Villagers say that this will help in improving the utility of the pond and at the same time the residents of the town will get relief by improving the storage & drinking water crisis.

Ponds became unstable due to neglect

Former Zilla Parishad Kesar Singh Parihar, Former Deputy Sarpanch Manaram Dewasi said that we have seen the situation before the Jawi canal was connected to the pond during 1980. During that time, the pond used to quench the thirst from existing beris. Presently, due to the neglect the water sources, the pond has become unusable. Instead of connecting the Jawai pipeline to the water supply department, if it had been connected to the pond then the water sources would not have become unusable. In the event of a drinking water crisis, there would have been relief for the people & the surrounding.

Petition against the encroachment of the way on the Rewara pond- Chittaurgarh

The road along the bund of the pond in Rewara village has been illegally encroached. The villagers led by Sarpanch Ratan Lal submitted a petition to the Tahsildar. In the petition, it was informed that Devi Lal’s son Girdhari dhobi of the village had encroached on the government pond by digging the foundation. When villagers persuaded Girdhari Lal to not encroach the land, he started fighting. He is also bent on destroying the govt land & due to the encroachment, the road is blocked. 

At the time when the petition was submitted many villagers including Ganpat Singh, Devraj Singh, Mithalal , Harilal Jaat, Rajmal Jaat, Bhagwan Singh, Rameshwarlal were present. 

What happened to Aravalli – Decades ago there were high mountains, now there are deep gorges & mountain stubbles

All types of mining are prohibited in the Aravali mountains without environmental clearance. The govt also claims in the Assembly and in the court that this prohibition is being followed but on the ground, it is a blatant lie. Illegal mining is going on for a decade in dozens of surrounding mountains including Belni and Bhurasiddha of the Shahjahanpur area. Where once there were high mountains, now there are deep gorges & mountain stubbles left. The extent of this is that the mining mafia is still not backing down and is stealing stones from inside the ditched land from the mountain. From the police to the administration everyone is aware but according to them, illegal mining is not happening anywhere. When ‘Bhaskar’ enquired into the matter, it was seen scattered by the blasts of illegal mining. Illegal mining is done using more than 3 dozen tractors and trolleys of the villagers of Belni, Sansedi, Dhodhakari, Jaunayachkalan in Gair mumkin land located in khasra number 140 in bhuri hill of the area & Belni. According to the sources at 8 pm the tunnel is made with a compressor and gun powder is detonated in them. After the explosion, the broken rocks and stones are loaded in tractors & sent to the destination before 6 am. These stones are meant for the foundation of the units under construction in the new industrial areas like Ghiloth, Kolila, boundary wall & gravel road construction.

One dead, case suppressed

Last year in the mountains of Belni, a young man died due to being buried in a stone during mining. After the incident, the police & the mining mafia had suppressed the matter. Sundar Gurjar’s son Amich Gurjar was dependent on animal husbandry & mining for his livelihood. Sundar Gurjar was buried under the rubble during mining last year. Later he died. The villagers performed the last rites in a hurry. Due to the excessive demand, illegal mining is going on in full swing near Belni & Dodkaro.

The mountain stubble seen, police kept denying illegal mining 

On talking to the higher police officials they completely denied illegal mining. When Bhaskar reached the spot, two & a half kilometres from Shahjahanpur toll plaza the sound of explosions & the movement of tractors carrying stones after mining were heard. There were high mountains in this area a decade ago, now only the stubbles remain. Illegal miners are stopped by villagers, but they claim that the police, forest & mineral departments along with the administration are also offered bribes for this work.

Contempt Notice to Collector for not removing encroachment from Diggi village’s pasture lands

The high court has issued a contempt notice to Tonk District Collector, Chinmayi Gopal, for not removing the encroachment from the pasture land of Diggi village, a famous pilgrimage. The court ordered seeking a reply within 2 weeks. A bench of Justice MM Srivastava & Virendra Kumar gave the direction while hearing the Contempt petition of Ramnarayan Meena. Advocate Laxmikant Sharma told that about 2100 bighas of pasture land of Diggi have been encroached by the influential people. Due to this villagers are finding difficulty in grazing their cattle. Last year on September 7^th the bench had ordered the Collector, Tonk to remove the encroachment in 3 months but that did not happen.

Under the leadership of Dharmendra Singh Rawat, a youth meeting was held in Chainpura's Baan Mata courtyard. This was a response to some individuals encroaching on pasture fields in Chainpur, Chaat, and Sardarpur villages of Gram Panchayat Rajgarh. The strategy was devised for a movement against the encroachment of the pastures. The youth requested that the administration demolish the illegal construction and vacate the pasture property immediately.

Dharmendra Singh Rawat, the district president of the Rashtriya Loktantra Party, had written a petition to the Nasirabad sub-regional officer and the Narisabad tahsildar on December 29th, requesting that the encroachment be removed. In the plea, he stated that someone from outside the community had encroached on the Chainpur pasture land and begun building an illegal pucca construction. Due to the construction, the herders were facing many problems. He requested the administration to remove the encroachment with immediate effect. But even after giving the petition no actions were taken so the villagers banded together. In the meeting on Sunday they decided to not tolerate the encroachment & to fight the case at all levels.

Goputra Army organised a rally demanding the removal of encroachment of the pasture lands.

Demanding the removal of encroachment from pastures, the appointment of a veterinary doctor in the region and raised enrage against the government decision of issuing lease (patta) on pasture grounds. Rally was organised by the Goputra army with the support of Tehsil President Bheraram Prajapati and   Karan Singh Bhati th District president Karni Sena and presented a plea to deputy divisional officer Ajay Amrawat in the name of the Chief Minister and Collector.  The crowd sang cow bhakti songs and waved saffron flags. They arrived at the divisional office via Marwari Bazar, Sindhi bazaar, from Auwa road. Tehsil President Prajapat Musaliya informed that the land mafia had illegally encroached on pastures in the Marwar region. Several demands were made in this direction, but no action was taken by the officials. In this case, a survey should be carried out in each village with the assistance of the sarpanch in order to clear the pastures of encroachment so that the cows can return to their natural habitat. According to tehsil treasurer Mahendra Kumar Savrad  there is a paucity of veterinary doctors in the Marwar tehsil, . Due to a lack of treatment, the cows are dying.

On this occasion Karansingh Bhati, district president of Karni Sena, Convener of Culture protection institute Indra Singh & other officials were present.

Demand that encroachment on Oran's land be removed

Pali

In Dharia village of the district the pasture lands have been encroached by several people. In this regard, Jor Singh/ Chain Singh has sent a petition (Gyapan) to the collector. In the petition, they stated that several people have encroached on the land using forged documents (Pattas). They claimed that as per the revenue record, plot number 450 of 1.59 hectares area belonging to Gair Mumkin Oran are reserved as pastures and other operations for use by Dharia gram panchayat. This is not residential land (Abadi land), hence the gram panchayat doesn’t have the right to buy & sell this land. Despite this, the documents were issued illegally. In the petition (Gyapan), they requested the Collector to remove the encroachment on this land & demanded that action should be taken against the encroachers.

अतिक्रमण:चरागाह पर अतिक्रमण, गायों के लिए चारे का छाया संकट

प्रशासन की अनदेखी से ग्रान पंचायत में पशुओं को चारे के लिए आवंटित सेकड़ो बीघा चारागाह भूमि धीरे धीरे अतिक्रमण की भेंट चढ़ गयी है ।जिससे गांवो में पशुओं के चारे का संकट खड़ा हो गया है और अब गोवंश सड़को ओर बाजरो में आमजन को हानि पहुँचा रहे है । गोवंश की चपेट में आने से आये दिन होने वाली दुर्घटनाओं में कई लोगो की जान तक जा चुकी है ।लेकिन प्रशासन चारागाह भूमि से अतिक्रमण हटाने की बजाय अतिक्रमणकारियों को नोटिस देकर या फिर पैनल्टी लगाकर अपनी इतिश्री पूरी कर लेता है ।

सरकार ने ग्राम पंचायतों में गोवंश के चारे की सुविधा के लिए चारागाह भूमि आवंटित कर रखी है।जिस पर अतिक्रमण करने पर सजा ओर जुर्माने का प्रावधान भी है।लेकिन यहां सेकड़ो बीघा चारागाह भूमि पर वर्षो से प्रभावशाली लोगो ने अतिक्रमण कर रखा है। तहसील क्षेत्र के 11 पटवार मंडल में हजारो बीघा चारागाह जमीन पर अतिक्रमण कर रखा है जिनमे पटवार मंडल बोरदा में 51.84 हैक्टेयर., मित्रपुरा में 84.55 हैक्टेयर,मोरन में 93.21 हैक्टेयर,मझेवला में 85.100 हैक्टेयर,उदगांव में 101.73 हैक्टेयर,कुशलपुरा में 46.100 हैक्टेयर,बपुई116.67 हैक्टेयर, दतुली 38.04 हैक्टेयर, गोतोड में 69.73 हैक्टेयर ,गोठडा में 63.57 पीपलदा में 1.28 हैक्टेयर है वही अन्य पंचायत व गांवों में भी सैकड़ों बीघा चरागाह भूमि आवंटित है। मित्रपुरा तहसील क्षेत्र में सड़कों व बाजारों में खुलेआम घूमने वाली मवेशी वाहन चालकों व पैदल यात्रियों के लिए दुर्घटना का कारण बन रहे हैं। मवेशी कब आक्रामक होकर आपस में लड़ना शुरू कर दे यह पास से गुजरने वाले राहगीरों को भी पता नहीं लगता है मवेशियों की चपेट में आने से बाजारों में कई लोग घायल हो चुके हैं वहीं सड़कों पर मवेशियों की वजह से हुई दुर्घटनाओं में कई लोग मौत का शिकार भी हो चुके हैं यदि मवेशियों के लिए पंचायतों में चारागाह भूमि पर गौशालाओं के इंतजाम हो तो सड़क पर बेसहारा घूमने वाली मवेशियों की समस्याओं से निजात मिल सकता है।

बामनवास. यहां चारागाह में आवारा विचरण करने वाले गोवंश पर इन दिनों सर्दी की मार झेल रहे है। इसके चलते भूख से व्याकुल गोवंश पर शीतलहर एवं सर्दी के प्रकोप से उनकी रोजाना मौत हो रही है। चारागाह में गोवंश के खाने के लिए चारे की व्यवस्था नहीं है। दूसरी तरफ शीतलहर के चलते उनको छिपने लायक भी जगह नहीं है। ऐसी स्थिति में कड़ाके की ठंड में गोवंश काल का शिकार हो रहा है। रविवार को गोसेवक मनीष मीणा के नेतृत्व में गौ सेवकों की एक टीम यहां चारागाह में पहुंची। दौरा करने के बाद गोसेवक मनीष मीणा ने बताया कि बामनवास पट्टीखुर्द के चरागाह में चारे-पानी के अभाव में निराश्रित घुम रहे गोवंश अकाल मृत्यु की भेंट चढ़ रहे है।

उधर, भूखे गोवंश पर शीतलहर का भी सितम जारी है। जिसके चलते अब तक दो दर्जन से भी अधिक गोवंश की अकाल मौत हो चुकी है। यहां चरागाह में चारों ओर गायों के कंकाल ही कंकाल नजऱ आ रहे हैं। हर वर्ष की भांति इस वर्ष भी गायों को चारा नहीं मिलने से गोवंश तिल-तिल कर मर रहा है। गौ सेवकों को कहना है कि वे बामनवास प्रशासन, प्रदेश सरकार व क्षेत्रीय जनप्रतिनिधियों से चरागाह में विचरण कर रहे निराश्रित गौवंश के लिए चारा, पानी व निढाल हो चुके गौवंश के इलाज की मांग करते हैं। लेकिन उनकी मांग की अनदेखी की जा रही है। समय रहते अगर प्रशासन नहीं चेता तो हम आमजन को साथ लेकर जन आन्दोलन करने के लिए सड़कों पर उतरेंगे।

पशुपालन विभाग में नहींं दे रहा ध्यान

बामनवास क्षेत्र में सर्दी व चारे-पारे के पर्याप्त इंतजाम नहीं होने से गोवंश लगातार दम तोड़ रहे है लेकिन सरकार के साथ पशुपालन विभाग भी अनदेखी कर रहा है। यदि समय रहते गोवंश के लिए चारे-पारे के इंतजाम नहीं किए तो दर्जनों गोवंश की मौत हो जाएगी।
